Failure to implement debt swap policy has plunged civil servants into a debt trap – Chiyobe

CIVIL Servants and Allied Workers Union of Zambia (CSAWUZ) president David Chiyobe says public service workers are now in a debt trap because government has prolonged the implementation of the debt swap policy. And Chiyobe says government must prioritise the mobilisation of resources which should be directed towards the actualisation of the debt swap. In an interview, Chiyobe said civil servants were now questioning government’s motive of merely making pronouncements without the intention to actualise them. “From the time we finished negotiations last year, it was one of the issues which was mentioned by PS Chimbwali (Public Service Management Division permanent secretary Boniface Chimbwali) that there was going to be a debt swap and it kept on coming.
