LOCAL Government Permanent Secretary Mathew Ngulube says it’s a mere coincidence that the reconstruction of the gutted City market has been completed right before elections. But Development activist Lewis Mwape has wondered why it has taken government four years to complete the reconstruction of the market when various donations were made. In 2017, fire swept through the Lusaka City market burning property worth millions of Kwacha.
