JUSTICE Minister Mulambo Haimbe says the new dawn government is committed to constitutional reform, stating that K5 million has been set aside for the purpose of holding a referendum. Speaking in Parliament, Thursday, Haimbe said the process used to hold the 2016 referendum was flawed because it was “piggybacked” on the general elections. “In terms of referendum, it is surprising that it is being alleged that the referendum failed on account of the persons on the right today standing against it.
