THE Public Accounts Committee (PAC) has heard that former PF Lusaka province chairman Kennedy Kamba led a group of cadres that grabbed two Higer buses under the Youth Empowerment Scheme during the handover ceremony in 2017, in full view of then Youth Minister Moses Mawere. And the Committee has heard that some of the beneficiaries of the Higer Buses Youth Empowerment Scheme were individuals born in 1967 and 1973, thereby making them not eligible for the loans.
